Quality and performance in libraries

Performance indicators can be used in three ways: First, measuring the work done
by the library, in order to achieve an understanding of the processes involved. Second, evaluating the work done
by the library through comparing it with a standard ideal model". Third, assessing cost efficiency of various
parts of the work, including the work done by staff.
The article summarizes the growing literature about
performance indicators in libraries. Measuring the quality of our work can be beneficial, provided we remain
aware of the pitfalls lurking in some of the methods.

Determination of performance indicators was always
taken as progressive work but we should take care of a balanced attitude to this problem in order the result not
to be isolated. There is a wide spectrum of views at present as for evaluation of performance in libraries -
from the 60s the attention in abroad is paid mainly to academic and special libraries. The f shifts from
collection development to the user and services for him in which we should reach maximal satisfaction of the
user demands but with serious regard to resources and possibilities.
The origin of interest in this topic in
Czechoslovak librarianship dates to the 30s, it is extended in the period of transfer of Soviet experiences and
is also spread later in connection with mechanization and automation. The expert activity of the National
Library of the Czech Republic performed towards public libraries and also towards other types of libraries was
also based on approximate standards of performance. In the middle of the 90s a survey of public opinion took
place in the Czech Republic which involved among other also evaluation of services of public libraries and
contentment of users with them.

The second part of the contribution on Czechoslovak encyclopaedic science deals with an analysis of the work of the only compiler of Czech general encyclopaedias in these years, i.e. the Encyclopaedic Institute of the Czechoslovak Academy of Sciences and compares the publications it had prepared (i.e. Reference encyclopaedia in four volumes, Illustrated encyclopaedic dictionary in three volumes, AŽ in one volume, Short Czechoslovak encyclopaedia in six volumes). All these publications were originated in the period of building socialism in the Czechoslovak Republic. The contribution also deals with the activity, plans, concepts, and results of its work (i.e. Czechoslovak biographic dictionary, Geographic topographic dictionary) in time of fall the socialism in1990-1992.
